This manual provides guidance on the concepts, policies, and procedures used by the Naval Facilities Engineering Command (NAVFAC) in preparing, administering, and managing contracts for inspection/surveillance services on NAVFAC construction contracts (commonly referred to as \"Title II services\"). It is essential that all NAVFAC personnel involved in the preparation and execution of an inspection services contract have a thorough understanding of the requirements prescribed by the Federal Acquisition Regulation (FAR) and other pertinent Department of Defense and Navy directives concerned with the use and administration of contracts for surveillance and inspection services.
