IA PUB-5239-31, DEPARTMENT OF THE NAVY (DoN) INFORMATION ASSURANCE (IA) PUBLICATION MODULE 5239-31: INFORMATION ASSURANCE SHIPBOARD RED/BLACK INSTALLATION PUBLICATION (JUL-2001) [SUPERSEDES MIL-STD-1680C]., Naval Information Assurance Program Publications (IA Pub) are issued by the Chief of Naval Operations (CNO) N643. The IA Pub series provides modules that guide the implementation of the policy direction established in the Secretary of the Navy Instruction (SECNAVINST) 5239.3. These modules provide procedural, technical, administrative, and supplemental guidance for all information systems, whether business or tactical, used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or receipt of data. Each module focuses on a distinct program element and describes a standard methodology for planning, implementing and executing that element of the Information System Security (INFOSEC) program within the Department of the Navy (DoN).
This module, “Shipboard RED/BLACK Installation Guidance”, provides the Information Systems Security Managers (ISSMs), Information Systems Security Officers (ISSOs), and shipboard Classified Information Processing System (CLIPS) installers with guidance and procedures to be used in new construction and ship alterations when CLIPSs are being installed on ships. This document only applies to CLIPS processing General Services (GENSER)/Collateral Information. The Director of the Defense Intelligence Agency is the cognizant approval authority for CLIPS processing Special Compartmented Information (SCI) and Special Compartmented Information Facilities (SCIFs).
This module when used in conjunction with NSTISSAM TEMPEST/2-95, RED/BLACK Installation Guidance, replaces MIL STD 1680C(SH), Installation Criteria For Shipboard Secure Electrical Information Processing Systems dated 17 March 1993.
