TO 00-5-3, TECHNICAL MANUAL: AF TECHNICAL MANUAL ACQUISITION PROCEDURES (ATOS) (01-APR-2001)., This Air Force Technical Manual provides the TO Manager with guidance and direction for managing acquisition of TOs and updates, to support initial acquisition and modification of system and equipment hardware and software. TOs to support new acquisition or modification programs for military systems or commodities are acquired on a schedule formally imposed by the contract to meet the requirements for development, review, verification, and delivery of formal TOs. Any manuals developed for the government (at government expense) must be developed to a performance or government-approved non-government specification.
