NASA-STD-8719.8, NASA TECHNICAL STANDARD: EXPENDABLE LAUNCH VEHICLE PAYLOAD SAFETY REVIEW PROCESS STANDARD (JUN 1998) [S/S BY NPR 8715.7]., This document assists NASA payload developers and managers by describing what needs to be done to get a payload through the safety review process and certify that it is safe to process and launch in compliance with applicable safety requirements. The safety review process presented in this document is tailorable and applicable to orbital and suborbital payloads launched by various classes of expendable launch vehicles including sounding rockets and balloons. NASA safety policy is to maintain the assurance of safe design, operation, and processing of a payload and its support equipment. Requirements for assuring payload mission success are the responsibility of the payload organization and are beyond the scope of this document.
