MIL-STD-2169C, The High-Altitude Electromagnetic Pulse (HEMP) Standard, is a classified
(SECRET) document that is with controlled distribution and subject to export control laws. To receive
MIL-STD-2169C, you must demonstrate need-to-know and verify that you can receive and store
SECRET information. Example verification would be a Visit Authorization Request (VAR) on file
with DTRA/SCC-WMD. Also, identify how the classified information should be transmitted to
you: SIPRNET, Joint Worldwide Intelligence Communications System (JWICS), or Compact Disk (CD)
via Certified U.S. Mail.
