DOE-HDBK-1086-95, DOE HANDBOOK TABLE-TOP TRAINING PROGRAM DESIGN. The purpose of this Handbook is to establish general training program guidelines for training
personnel in developing training for operation, maintenance, and technical support personnel at
Department of Energy (DOE) nuclear facilities.
Table-Top methods can be used for many purposes, but the focus of this Handbook is on
training program design. Department of Energy (DOE) Order 5480.20A, Personnel Selection,
Qualification, and Training Requirements for DOE Nuclear Facilities, stresses the importance of
training programs that are based on a systematic approach. An integral part of any
systematically-developed training program includes designing the training program and
determining the content of that program. Table-Top Training Program Design (TTTD) is one
"systematic" method that can be used by DOE contractor organizations to achieve a cost-
effective and high quality training program.
TTTD is not the only method of program design; however, when conducted properly TTTD can
be a cost effective, efficient, and self-validating method of defining a training program based on
job requirements. The table-top training program design is an acceptable alternative to
traditional methods of task analysis and design. DOE 5480.20A endorses and recommends it
as a method for designing training programs for positions addressed by the Order.
