DI-EMCS-81827, DATA ITEM DESCRIPTION: SPECTRUM CERTIFICATION SPECTRAL CHARACTERISTICS DATA (25 JUL 2010)., Section 305 and chapter 8 of title 47, United States Code, Office of Management and Budget (OMB) Circular A-11, Part 2, Sec. 33.4, and the Manual of Regulations and Procedures for Radio Frequency Management require certification of spectrum support prior to authorization to operate for experimental testing (Stage 2), developmental testing (Stage 3), or operation (Stage 4) of new major spectrum-dependent (S-D) systems and equipment.
DoDI 4650.01 requires Spectrum Supportability Risk. DoDI 4650.01 requires Spectrum Supportability Risk Assessments (SSRAs) to be performed by DoD components for all S-D systems and equipment to identify risks as early as possible and affect design and procurement decisions.
These risks are reviewed at each acquisition milestone (MS) and are managed throughout the system’s lifecycle.
The DD Form 1494 provides the means for the Department of Defense to evaluate Spectrum Supportability Compliance throughout the life cycle of a system or equipment.
a. This DID contains the format and content preparation instructions for data resulting from the work task described by 5.15 of MIL-STD-464 and is intended for contractor furnished S-D equipment employed on airborne, sea, space, and ground systems
b. An Application for Equipment Frequency Allocation (DD Form 1494) is required for each contractor-furnished S-D equipment.
