Construction shall be the conventional lay-up method. Each shoe shall have 5 pairs of eyelets and may have a padded quarter-top opening. There shall be two foxing strips and a bumper strip. The color of the upper outer fabric shall be Navy Blue. Component parts of the shoe shall consist of a vamp, quarter, tongue, lining, toe cap, counters, foxing, bumper strip, outsole, insole, bottom stiffener, bindersole, eyelets and laces.
